With reference to previous correspondence

on the subject of War Propaganda, I have the honour to trans-

-mit the enclosed copy of a report by the Postmaster-General, Secretary of a small Committee which I appointed in March last to manage War Propaganda in and from Hongkong, on the subject

of the various activities of the Committee. The Committee is

constituted as follows:-

Mr. C. Montague Ede

Mr. L. N. Leefa

Mr. F. A. Perry

Mr. S. B. C. Ross

General Manager of the Union

Insurance Society of Canton. Mesere. Jardino, Matheson &

Co., Ltd.

Manager of the British

American Tobacco Company.

- Postmaster-General (Secretary).

As the Committee were without funds they

bave been relying on the generosity of private individuals to

cover their expenses. I attach copy of a minute by Mr. S. B.

C. Ross setting out the expenses which have been incurred by

Mr. C. M. Ede and other members of his Committee and indicat-

-ing the need for funds. I have authorised the re-imbursement

of the sum of £5209.64 to the gentlemen who paid it and I have to ask your covering authority for that expenditure and for a monthly subvention of $5,000 to the Committee as from the lat.
